The Ministry of Public Works and Public Housing (PUPR) continues to accelerate the realization of the 2020 Cash Intensive Work Program (PKT), one of which is the Irrigation Water Acceleration Improvement Program (P3TGAI) which reaches 10,000 locations with a budget of Rp 2.25 trillion implemented by the Balai Besar / River Basin Areas at the Directorate General (DG) of Water Resources throughout Indonesia in accordance with Ministerial Decree Number 457 / KPTS / M / 2020.

With the accelerated realization of the PKT program, it is expected to be able to maintain people’s purchasing power amid the uncertainty of global economic conditions due to the current COVID-19 Pandemic.

This is also in accordance with President Joko Widodo’s direction to divert the budget in order to maintain the purchasing power of the people, especially the small people, which was delivered during the video conference of the Limited Meeting of the Merdeka Palace some time ago.

PUPR Minister Basuki Hadimuljono said that the populist infrastructure program or cash intensive labor is very important for low-income people. “In addition to spurring economic growth and increasing people’s purchasing power, the CCP also aims to distribute funds to villages / remote areas. The pattern of PKT implementation must also pay attention to physical & social distancing protocols, “said Minister Basuki.

P3TGAI is the work of improving tertiary irrigation channels, from natural / land channels to channels with stone / lining pairs that are carried out by farmers or local residents.

Worker farmers are given daily or weekly wages, thereby increasing the income of farmers or villagers, especially between the planting and harvest seasons.

The main objective of the PKT in the field of Water Resources (SDA) is to build and repair village irrigation channels where the work is carried out by farmers or local residents with wages so as to increase income. With this additional income for farmers, it is expected that the amount of money circulating in the village will increase and become a stimulant for local economic recovery.

In West Java Province at the BBWS Citanduy the P3TGAI program was implemented in 363 locations. For phase I, there were 56 locations (48 completed, 8 on-going) with 1,916 Workers totaling 46,623 HOK (including 206 laborers and 266 layoff victims). The work includes building and repairing village irrigation channels where the work is carried out by farmers or local residents with a wage so as to increase income. With this additional income for farmers, it is expected that the amount of money circulating in the village will increase and become a stimulant for local economic recovery.

In Tasikmalaya Regency, West Java Province, several locations were carried out, namely the improvement of the D.I Cikunten irrigation network in Tasikmalaya City, with physical progress reaching 100%. Then the repair of the D.I Baregbeg Irrigation Network was also carried out Tamanjaya Village, Tamansari Subdistrict, the physical progress was already 100%. In addition, an installation of stone installation irrigation in the Cikaret Irrigation District of Cikatomas, Tasikmalaya Regency, West Java Province was also carried out.

P3TGAI is implemented by the method of Self-Management – Empowerment Pattern – Participatory – Labor-intensive with a budget of Rp 225 million. The budget for physical development is 87% or Rp. 195 million and assistance by the Water Users Farmers Association (P3A) is 13% or Rp. 30 million, thereby creating employment.
