In his speech, the President said that the draft 2021 State Budget policy is aimed at accelerating national economic recovery due to the Covid-19 pandemic. “The Covid-19 pandemic has become a health and humanitarian disaster in this century affecting all lines of human life. Starting from health problems, the impact of the Covid-19 pandemic has spread to social, economic, and even financial problems,” he said.
According to him, Indonesia took extraordinary steps. Law No. 2 of 2020, among others, provides for relaxation of the APBN deficit, which can be widened above 3% for three years. In 2020, the APBN was amended with a deficit of 5.07% of GDP and then increased again to 6.34% of GDP.
“The deficit widening is carried out considering the need for state spending for health and economic management increases when state revenues decline,” said the President.
The Covid-19 pandemic, he continued, shows that the availability and functioning of digital infrastructure is very important and strategic. Thus, infrastructure spending is directed towards strengthening digital infrastructure and encouraging logistical efficiency and connectivity; labor-intensive infrastructure that supports industrial and tourism areas; as well as the construction of public health facilities and the provision of basic necessities, such as water, sanitation and housing.
