West Java Provincial Government Performs Asset Structuring in the Education Office

Detiktoday.com – Regional Secretary of West Java Province (West Java) Setiawan Wangsaatmaja said, the West Java Provincial Government (Pemda) proportionally continued to make arrangements and data collection related to finance and assets in its environment.

One of them is in order to maintain a Fair Opinion without Exception (WTP) opinion on Regional Government Financial Reports (LKPD). As for West Java nine times in a row won WTP for the 2011-2019 Fiscal Year Fiscal Year (TA).

In the education sector, the West Java Provincial Government is preparing Human Resources (HR) related to Asset Management at the Education Office. In addition to land and building assets, these assets include benches, desks, to practical tools in high schools / vocational high schools throughout West Java.

In addition to checking assets directly, Setiawan said, the Regional Financial and Asset Management Agency (BPKAD) of West Java Province is preparing a program / application for structuring assets online or online (online).

“Regarding asset management, I request that programs or applications developed by BPKAD be immediately socialized. That we will play virtually before we do a physical check in the field. There is also a suggestion, virtual online must also be offline (so that the integrated data) , “Setiawan said in a meeting at Gedung Sate, Bandung City, Wednesday (07/08/20).

He added, the development of the application must also be adjusted to changes in the inventory format of goods. Setiawan also asked the Head of the West Java Education Office to immediately appoint officials who would be tasked with managing assets in schools.

“Immediately appoint an officer or official who approves, who inputs (data), which must be recorded and submitted to BPKAD,” said Setiawan.

“So if there is a problem, BPKAD can coordinate directly with who is in charge of the approve and input. BPKAD will also train officers or officials who will be in charge,” he said.

In addition, Setiawan also advised the Secretary of the West Java Education Office to pay attention to the functional position of the asset manager because asset management is important.

“Not only teachers, school supervisors, but also asset managers because there are a lot of assets. Including class positions and incentives (asset managers) must also be checked. BPKAD will also fight for asset managers to receive incentives,” said Setiawan.

The West Java Provincial Government also gathered the Head of Branch Offices of the West Java Education Office to collect their aspirations and at the same time capture problems in the field, especially related to assets.

Meanwhile, Secretary of the West Java Education Office Wahyu Mijaya reported, there were 831 public schools in West Java consisting of 507 high schools, 285 vocational schools, and 39 SLB. Of the total number of schools available, there are around 26 thousand civil servants with an average of around 1,200 civil servants retiring each year. In addition, there are 13 Education Office Branches in West Java.

“Real conditions in the field, civil servants in the education unit of 831 schools (under the authority of West Java). There were 332 Kasubag of the TU, 449 seats were still empty. it can only be filled. This is the real condition in the field from the HR side, “Wahyu said.

As for assets, Wahyu said, the transfer of assets from regencies / cities to provinces that began in 2017 still faces several obstacles, for example the matter of assets that lease land to villages or cooperate with other parties.

Regarding the Education Office Branch Offices, of the 13 existing service branches, only three offices have buildings, namely Region VI, X and XI Education Office Branches.

“This year’s plan is to build Regional Offices IV and VII, but because the COVID-19 (pandemic) was not implemented. Next year it will be submitted again,” Wahyu said.

According to the Secretary of BPKAD Jabar Junaedi, assets in the scope of the West Java Education Office reached Rp5 trillion from 831 existing public schools. Junaedi said, his party also continued to establish coordination and consolidation with all Head of Education Office Branches to conduct an asset census.

“In the field there are many challenges, it is not easy, there are many technical problems in the field which are very technical. There are approximately 1.5 million items of goods, such as laboratory items ranging from measuring cups and others, requiring great efforts to do calculations and checks,” said Junaedi .

“So there must be a systemic and technical problem in the field. But we always strive for the structuring and maintenance of assets always on the track,” he concluded.
