Strict Supervision of West Java Social Security Distribution

Detiktoday.com – The Regional Government (Pemda) of West Java Province (West Java) applies the precautionary principle in the data collection and distribution of provincial phase II social assistance (social assistance). In addition to being on target and fair, the principle is applied to prevent fraud.

Dudi also ensured that the potential for misappropriation of the West Java province’s social assistance is very small. That’s because the West Java Provincial Government chose a credible partner in the procurement of goods and shipping services, namely Perum Bulog and PT Pos Indonesia.

“Perum Bulog and PT Pos Indonesia are state-owned companies that are experienced and have a long history. And surely the two companies will maintain their reputation,” said Dudi, Monday (03/08/20).

West Java Provincial Government, said Dudi, involving the West Java Regional Police (Polda), West Java Prosecutor’s Office (Kejati), and the Financial and Development Supervisory Agency (BPKP) in the distribution of provincial social assistance.

“The West Java Social Assistance Distribution Team was formed based on the Decree of the Governor of West Java. Every week, the Assistance Team meets to evaluate the distribution of social assistance,” he said.

In addition, the West Java Provincial Government via the West Java Regional Secretary’s Order assigned echelon 2 as a liaison officer for the Task Force for the Acceleration of COVID-19 Handling in West Java. The aim is to anticipate obstacles in the distribution of provincial social assistance.

“One of the tasks of LOs is to improve communication links between provincial and district / city task forces. For the time being, LOs are specifically assigned to monitor evaluations of provincial social assistance, resolve and anticipate obstacles in the distribution of social assistance,” said Dudi.

“We and BPKP conduct inspection to the field. We see from packaging to distribution. Then, we follow the officers to the recipient’s house. There, we check whether the packages are as specified. The results are all the packages are appropriate. There is no reduction,” he added .

The process of distribution of provincial social assistance phase II is accompanied by strict reporting in accordance with the data. The clerk must deliver the package directly to the recipient, according to the identity card. If the names and address data do not match, said Dudi, the provincial social assistance package is returned for re-verification.

Dudi said, there were 23 stages of cleansing data for provincial social assistance recipients. Starting from synchronizing district / city codes, making sure the NIK is valid, checking the work, to checking the names and addresses of recipients of social assistance.

West Java Provincial Government collaborates with BPKP to match the recipient of social assistance data, both the Target Household Data Family (KRTS) Integrated Social Welfare Data (DTKS) and non-DTKS KRTS. As of Thursday (07/30/20), the provincial social assistance package was successfully delivered to all KRTS Non DTKS.

“We filtered 23 times. So there are no double recipients or unauthorized recipients. The process of filtering data for social aid recipients in phase II is also escorted by BPKP,” he said.

The provincial Bansos valued at Rp500 thousand is one of eight aid doors for pandemic affected residents. In addition to the provincial bansos, there are PKH Cards, Basic Food Cards, presidential bansos for nomads in Jabodetabek, Village Funds, Pre-Employment Cards, Ministry of Social cash assistance, and district / city bansos.
