5 Strategic Issues DETF G20 Ministerial Meeting 2020

The government discusses five strategic issues that will be discussed in the G-20 Member States Digital Meeting Task Force Ministerial Meeting. The Minister of Communication and Information Johnny G. Plate stated the strategic issues raised in the Ministerial Declaration Draft include Trustworthy Artificial Intelligence (AI), Data Flows, Smart Mobility, Measurement of the Digital Economy, and Security in the Digital Economy.

The Minister of Communication and Information Technology revealed that discussions on the draft Minsiterial Declaration had already taken place several times in a virtual meeting chaired by the Presidency of the Kingdom of Saudi Arabia.

“The Ministerial Declaration will be prepared and the Government of Indonesia, of course in this case the Ministry of Communication and Information has three times participated in the formulation of the DETF Minesterial Draft 2020. In a few days there will be a fourth round of meetings,” Minister Johnny said in the Coordination Meeting of the Draft Ministerial Meeting DETF 2020 at the Office Ministry of Communication and Information, Jakarta, Monday (07/20/2020).

According to the Minister of Communication and Information, the DETF 2020 declaration will be ratified in November 2020 in Riyadh, Saudi Arabia.

“Indonesia’s response in the first Ministerial Declaration negotiations was trustworthiness on the AI ​​issue.

“Values ​​in this sector such as inclusive and sustainable growth, social conditions, are in line with the ideological values ​​of the Pancasila philosophy, which is also implemented by Indonesia in the development of AI,” he explained.

Regarding the second issue, Minister Johnny stated that Indonesia supports the emphasis on cross-country data transfers must be carried out in accordance with applicable state and international law. “The issue of Cross Border Data Flow was first presented at the 2019 G20 Summit in Osaka by the Prime Minister of Japan,” he said.

Regarding the Smart Mobility issue, Minister of Communication and Information emphasized that Indonesia fully supports the discussion as an element of Smart City development.

Furthermore, regarding digital economic measurement indicators and information security, Indonesia will conduct an inventory of best practices of the G20 countries. “We also know the digital economy before and when COVID-19 developed dynamically and in an extraordinary way,” he added.

Special attention

Of the five issues raised in the DETF forum, Minister Johnny said Indonesia paid special attention to the issue of cross border data flow. This is in line with President Joko Widodo’s direction to place sovereignty in data security as a priority in every policy making.

“Therefore, Indonesia encourages four things in cross border data flow. Among them, Indonesia first pushed for the definition of free flow with trust data through an internationally accepted data flow protocol, “he explained.

In addition, according to the Minister of Communication and Information, the Government of Indonesia has submitted a list of government agency policies, regulations, guidelines and technical guidelines contained in the G20 Task Force for Security document in the Digital Economy Practices.

The second thing on Indonesia’s agenda relates to the application of the principle of lawfulness, fairness, and transparency adopted from the EU General Data Protection Regulation and specifically related to this is contained in the draft PDP Law in Indonesia. “So, the PDP Bill, which is currently proceeding with the DPR RI Commission, also includes the principal of lawfulness, fairness, and transparency,” explained the Minister of Communication and Information.

The third thing, Indonesia also encourages the use of the principle of reciprocity in the flow of data across countries. This principle is also in line with the PDP Bill in Indonesia, especially related to article 49. “At the moment these articles are also I think have entered into factions in the Indonesian Parliament,” said Minister Johnny.

While the fourth one, the Minister of Communication and Information said that Indonesia also encouraged the initiation of negotiations related to the mechanism of interoperability and data transfer in order to anticipate disputes, burglary, and leakage of data in the process of cross-border data transfer.

According to Minister Johnny, so far these four things have been accommodated in the latest Minestrial Statement draft.

“The four propositions are agendas that were initially encouraged by the Government of Indonesia and are generally supported by many countries except our friendly countries, but there is still one that is not yet the United States,” he said.
