President: The Job Creation Law Does Not Reduce Regional Authority

Detiktoday.com – President Joko Widodo emphasized that the Job Creation Law (UU) did not make the government undertake a recentralization of authority from the regional government to the central government. According to him, business licensing and supervision are still carried out by the regional government in accordance with the norms, standards, procedures and criteria set by the central government.

This was conveyed by President Joko Widodo when giving a press statement regarding the Job Creation Law at the Bogor Presidential Palace, West Java, on Friday, October 9, 2020.

“Business licensing and supervision is still carried out by the Regional Government in accordance with the NSPK (Norms, Standards, Procedures, Criteria) set by the Central Government, so that good service standards can be created in all regions, and the determination of this NSPK will be regulated in PP (Regulation Government), “said the President.

In addition, the President also explained that the licensing authority for non-business licensing remains with the Regional Government, so there is no change. In fact, through the Job Creation Law the government also simplifies, standardizes types, business procedures in the regions, and permits business in the regions to be given a time limit.

“This is what is important here. So, there is a service level of agreement, the permit application is considered approved when the deadline has passed,” he added.

The Head of State also emphasized that the Job Creation Law requires a lot of Government Regulations (PP) and Perpres (Presidential Regulations). According to the President, the PP and Perpres will be completed no later than 3 months after being promulgated.

“We, the government, open and invite input from the public, and there are still suggestions and input from the regions,” he said.

The government believes that through this Job Creation Law millions of workers can improve their lives and also the livelihoods of their families. If there is still dissatisfaction with this Job Creation Law, the President encourages that it be resolved through the Constitutional Court (MK).

“If there is still dissatisfaction with this Job Creation Law, please submit a judicial review through the Constitutional Court. Our constitutional system does say that. So, if there are still dissatisfied and refuse, please submit a judicial review to the Constitutional Court,” he said.
