Jabar-IAP Cooperation to Improve the Quality of Regional Development Planning

Detiktoday.com – The Regional Government (Pemda) of West Java Province (West Java) cooperates with West Java Planning Expert Association (IAP). The collaboration focuses on improving the quality of regional development planning.

The cooperation between the West Java Provincial Government and West Java IAP is written in a joint agreement. The manuscript was signed by West Java Governor Ridwan Kamil and West Java IAP Chairman Ahmad Idjaz at Pakuan Building, Bandung City, Monday (3/8/20).

Kang Emil – greeting Ridwan Kamil – said that the cooperation in the spatial plan was in accordance with the vision of West Java Champion Born Inner with Innovation and Collaboration. According to him, the government cannot walk alone in developing regions. Need collaboration of various parties.

“We then added the champion’s inner and outer vision with ‘through collaboration and innovation’. So, this cooperation is translating a way to achieve the vision of West Java. There is no successful country to rely solely on the government, so the Pentahelix ABCGM theory (Academics, Business, Community, Government, Media), “said Kang Emil in his speech.

There are a number of things contained in the draft agreement of the West Java Provincial Government of West Java-IAP, such as general development planning, community empowerment, spatial planning and transportation system planning.

Then the activities included in the work plan include: the Bandung basin institutional document, the Rebana Triangle masterplan, the regional development work plan document, and the regional development planning document.

According to Kang Emil, West Java development does not only focus on physical aspects, but also spiritual aspects become important and must be designed in a plan.

“It must be understood first that the vision of West Java is not merely oriented to the physical nature, but there is also an inner space that must be designed in planning,” he said.

Kang Emil also asked the West Java IAP to focus on studying the post -OVOV-19 development paradigm. According to him, the COVID-19 pandemic made the economy no longer centralized. Therefore, the development of villages must be encouraged in planning.

“One of the things I need from the IAP is to examine the impact of the postCOVID-19 development paradigm. Because the one that collapsed by COVID-19 was the theory of economic centeredness, countries whose economies were centered on cities turned out to be shaky,” he said.

West Java IAP Chairperson Ahmad Idjaz said the collaboration and cooperation could create a more communicative, implementative, consistent and transparent development in the spatial field.

“West Java IAP wants to collaborate with West Java Provincial Government to help in development, this is the task of the IAP to improve professionalism,” Ahmad said.

One of the things that IAP will do, said Ahmad, is to help improve the Spatial Detail Plan (RDTR), which in some cities / regencies in West Java have not been included in regional regulations.

“What we are going to do is not all RDTRs are included in the Regional Regulation stage, not least in West Java, so we will give our power to the West Java Provincial Government and regencies / cities on how to get the RDTR complete,” he said.

“Regarding the plan to move the capital of the West Java government, the Bandung basin, the Rebana Triangle, we have formed teams to be distributed into these plans. Because West Java must be a barometer and an example for other regions in quality development planning,” he added.
